Today, AB 1766 (Krell) passed the Senate Education Committee unanimously, advancing an important effort to strengthen student safety, online safety education, and human trafficking prevention in California schools.
The California Survivor Coalition™ is proud to serve as a co-sponsor of this legislation alongside 3Strands Global Foundation.
A special thank you to our coalition member, Emerald May Rubio, whose powerful survivor/professional-informed testimony highlighted why prevention and early intervention matter.
We are also grateful to Ashlie Bryant, MPA and the team at 3Strands Global Foundation for their leadership and advocacy in moving this bill forward.
AB 1766 recognizes the reality that exploitation begins long before a trafficker enters the picture. Today's youth are navigating increasingly sophisticated forms of online grooming, recruitment, coercion, sextortion, and AI-enabled exploitation. Prevention education and staff training are critical tools for helping young people recognize risks, seek help, and stay safe.
This bill will help ensure that students, educators, and school communities are better equipped to identify exploitation, respond appropriately, and create safer environments for California's children.
We still have work ahead, but with today's vote, we are now more than halfway to the Governor's desk.
Thank you to Assemblymember Maggy Krell, the bill's supporters, survivor leaders, educators, and advocates who continue to push for meaningful protections for young people across our state.
Together, we are building a future where prevention is prioritized, survivor expertise is valued, and every child has the opportunity to learn and thrive in safety.
